Evolutionary Computation Technical Committee

Governance

Under the supervision and the coordination of the IEEE CIS Technical Activities Committee, The Evolutionary Computation Technical Committee (ECTC) is established to promote the research, development, and teaching of computational techniques that use non-deterministic methods to adapt their behavior over time. These techniques are inspired by adaptive methods found in nature and solve problems by modelling evolutionary processes. Any such computational technique shall be referred to as an evolutionary computation (EC).

Membership

ECTC shall have a Chair, two Vice-Chairs and a number of Members. The Chair shall be appointed by the President of the Society in January. The ECTC Chair shall appoint two Vice-Chairs and a number of Members. The appointment of the TC Vice-Chairs and the TC Members needs to be approved by the Vice President for Technical Activities. TC Chairs, Vice-Chairs and committee members must all be IEEE CIS members. The term of service expires at the end of the calendar year for which they have been appointed. Funding

Funding for the committee shall be provided by the CIS in the annual budget request. Once approved by the CIS ExCom and AdCom, funds will be available to support the ECTC activities. The Chair shall be responsible for the appropriate use of the approved funds with supporting documentation. 

Activities

The ECTC shall engage in various activities in order to promote EC as a viable technology, including but not limited to the following: recommend candidates to the Awards Committee for the CIS Pioneer Award in the EC area; nominate papers for Outstanding Paper Awards to the Awards Committee from papers published in the Transactions on EC; propose special sessions to the CIS-sponsored conference organizers; participate in paper reviews and selection for CIS-sponsored conferences and publications; promote IEEE Senior Members and Fellows program; collaborate on production of tutorials and book series with the Multimedia Committee; maintain the Committee's website; facilitate local chapters activities and organize specialized workshops or meetings. The ECTC will assist in soliciting conference proposals and actively work with the organizers of CIS-sponsored conferences to ensure their technical excellence.

When requested by the CIS, the ECTC will evaluate and report on the technical merits of conference or symposium proposals submitted to the CIS.

Meetings

Meetings will be called by the Chair once or twice a year, usually in conjunction with the CIS AdCom meetings and at the annual Congress on Evolutionary Computation, or as requested by the ECTC members. Sufficient advance notice of the meetings will be given to the members, as well as to other interested parties. The Chair shall prepare an agenda before the meeting, and shall prepare minutes for distribution after the meeting.

Amendments

This Charter becomes official after at least 2/3 core members present at The Committee Meeting approves it. Subsequent changes and amendments also require 2/3 majority vote.

Task Forces

The purpose of task forces (TF) is to build an active and healthy infrastructure to promote specific well-focused topical areas within EC to ensure continuing growth and vitality of the CIS. The Chair of each TF is recruited by the Chair of ECTC and serves for one-year term. The TF chair position is renewable.

Anyone in the EC community may propose the formation of a TF. The TF proposal must be submitted in writing to the ECTC chair and shall contain the purpose of the TF, the anticipated interest in the topic area, proposed activities, and an initial membership list. TF membership may include individuals who do not hold membership in the CIS. The TF is established if a majority of the ECTC members vote for approval. TFs shall remain in existence until dissolved by a majority vote of the ECTC members.

Each TF shall submit an annual activity report to the ECTC chair. The report must be submitted not less than 30 days prior to the annual ECTC meeting.

The TF chair must be a CIS member.
